The Ce.S.Di.C.I. - Center for Diplomatic Studies for International Cooperation - was created as a moment of discussion and growth for Honorary Consuls, who are now called upon to perform an increasingly demanding and complex role.
Unfortunately, in public opinion, the figure of the Honorary Consul still appears largely stereotyped, and as a result, honorary diplomacy is rather commonly understood as a "second-class" diplomacy.
Ce.S.Di.C.I. therefore aims to develop an EMPOWERMENT path with the specific goal of unleashing both the personal and professional potential of the Honorary Consul, to achieve important objectives for the State they represent but above all to face new global challenges that we are all inevitably heading towards together.
Although consular functions are carried out indistinctly both in first category Consulates, so-called "General," and in second category ones, or "Honorary," to this day honorary diplomacy has not been given due consideration either in terms of its potential or the prospects for developing synergies and projects that can be sustained over time.
The many issues that the Honorary Consul must deal with on a daily basis, mainly involving the issuance of documents and consular services, as well as assistance to their citizens, are becoming increasingly specific and complex due to the growing complexity of the economic, political, legal-institutional and (most recently) also health context, together with the exponential increase in global migration of peoples.
Therefore, the widespread "institutional anonymity" that still affects the role of the Honorary Consul today (whether due to the misleading adjective "honorary," or the nationality of origin of the Honorary Consul—generally a local citizen—and thus not considered in all respects a diplomatic agent of a foreign country) must once again be properly valued through a process of growth, training, and updating, in order to create a system together with all other institutions.
SEMINARS AND MEETINGS
In a society that is today more cosmopolitan than ever, taking into account the growing exchange between countries and the increasing importance of international cooperation in all its forms (cultural, health, economic), Honorary Consuls are therefore called upon to progressively play a dual fundamental role in connecting peoples: the institutional one and—above all—the functional one.
The “Diplomatic Tea” represents a moment of encounter between Honorary Consuls and academics, career diplomats, experts, and officials to interact and delve into topics related to honorary diplomacy, through careful examination of the scenarios with which the Honorary Consul is called upon to deal daily.
The aim is therefore to provide research and analysis tools on everything concerning the role of the Honorary Consul, to share knowledge and to create new ideas useful for generating synergy and enhancing resources, to be directed towards the foreign community represented in their own territory.
